Stevie is Agnes Skinner's brother and Seymour Skinner's uncle.

According to Agnes he owned three Arby's franchises and lost them all at the blackjack table. He shot himself in the throat after losing the restaurants. Agnes told Skinner that he moved to Okinawa rather than telling him the truth.
