Senator Mendoza is McBain's nemesis in the film of the same name.
History[]
Mendoza was a respected senator in the eyes of the public; however, behind the scenes, he secretly ran an international drug-cartel. McBain stumbled upon evidence that he was running the cartel, and thus attempted to bring Mendoza to justice. Mendoza also arranged for an assassination attempt on McBain at a diner via a planted "waiter," but Scoey, McBain's police partner and best friend, ended up taking the bullet. Presumably some time after this and McBain's reinstatement into the police force, Mendoza attempted to personally assassinate McBain via a "COBRA plan", meaning a hostile cobra inside his briefcase, only for McBain to punch out the cobra and quip that the senator had reptile dysfunction. Mendoza manages to capture McBain with a rigged salmon puff but leaves it to his men to finish him off. At a meeting with his board of directors, Mendoza is told that McBain has met "an unfortunate accident". However, McBain suddenly appears and kills the rest of the board before hurling Mendoza (who was attempting to sneak attack him with a pistol) out the window onto a gas truck that explodes on impact, destroying Mendoza.
