Mrs. Phillips is a widowed wife that briefly appeared in the episode "Duffless".

She was called to the Springfield Police Station by Chief Clancy Wiggum, being informed by him that her husband had been picked up for a DWI (Driving While Impaired/Driving While Intoxicated). However, when she informed Wiggum of this shortly after he called Marge Simpson to inform her that the latter's husband Homer Simpson had been arrested on a DWI charge, he told her to talk to another officer as he was headed out to lunch in a hurried manner. Wiggum, who had long gotten the terms DWI and DOA (Dead on Arrival) mixed up (and in fact had initially told Marge in his call to her that Homer was DOA before Marge's horrified exclamation that he died caused him to correct himself and stated that he was actually arrested under a DWI charge immediately beforehand), had actually meant that her husband had been DOA from an unspecified crime.
