Mr. Burns' older siblings are the 10 unnamed eldest children of Clifford Burns and Daphne Burns, and the older siblings of Charles Montgomery Burns and George Burns, who all died at some point during their childhoods and adolescence when Charles was very young. Burns is probably the only living child of Daphne Burns.

They are seen in a picture Mr. Burns showed Bart (whom he believed to be Simon Woosterfield) in "Double, Double, Boy in Trouble", where he explains to him that he wasn't always the oldest child of his family and how the family fortune went to him due to their deaths: The eldest was trampled to death by a horse, one of the girls died of a poisoned potato, Charles's baby twin sister was shot, a girl was stabbed, a boy ate another poisoned potato, one of spontaneous combustion, one fell down a well, two other children of poisoned potatoes and a boy was impaled on the Chrysler building. Since all of his older siblings were dead, Charles himself became the eldest child and the whole family fortune went to him, which eventually resulted in his twisted, heartless billionaire grandfather Wainwright Montgomery Burns abducting and raising him as his own son, leaving his loving natural parents, Clifford and Daphne, with only their youngest child, George.
This revelation made Bart to realize that Simon's older half-siblings Devan and Quenley wanted to get rid of him to inherit the whole family fortune.
