The Springfield Downs Worker is a black-skinned, smoking man who works at the Springfield Downs as a cashier. Homer asks him what the odds of Santa's Little Helper winning the Christmas Eve dog race, and he replies, "99 to 1", in which those odds seem to have an extremely rare chance of paying out, so a surprised Homer bets on it, and unfortunately fails when he and Bart see Santa's Little Helper lose.
